Is Capital Punishment Biblical?

If you go back to the Noahic Covenant in Genesis 9, it says, "Whoever sheds man's blood by man's hands shall his own blood be shed." Romans 13 talks about the state exercising deadly force. Retribution - an eye for an eye - Mark Coppenger says, is a humane form of punishment.
